SecuMailer has a REST API for sending secure emails. Both the GDPR and the NTA 7516 functionality are fully accessible via this API.

The API is documented with OpenAPI specification 3.0.1.

The REST API has webhook functionality, which means that the SecuMailer platform can communicate email events with an HTTPS endpoint of the sender.

SMTP API

The SMTP API is usually the simplest integration option for many backend applications because backend applications often have a provision for an SMTP client on board.

We have successfully integrated for customers with Salesforce, SAP and Centric. We have also successfully integrated with patient file systems such as Medisoft Dossier Manager.

GraphQL API

The SecuMailer platform offers insight into email events. This can be done on the basis of a (push) webhook call (see REST API above) and on the basis of a (pull) GraphQL endpoint.

In September 2023, the Child Protection Council deployed Secure Mailing with SecuMailer. As project manager at the Judicial ICT Organization, Johan van Dijk was involved in the entire process. He talks about what went into making secure emailing possible.


Still popular
Email is still very popular. On average, we send 130 business emails per day and spend an average of 2 hours per day using email. But this also needs to be done securely.
Since January 1, 2020, JenV has been taking steps toward secure (ad hoc) communication. For example, as a government we are obliged to comply with laws and regulations. In addition, the Audit Service Rijk has required the ministry to start emailing more securely.

 

SecuMailer
After coordination with the Directorate of Information Provision and Purchasing (DI&I) of the Ministry of JenV, the Judicial ICT Organization was commissioned to do a proof of concept with a secure mail solution at the Council for the Protection of Children (RvdK). Through an award, the SecuMailer product was eventually chosen.
As a precondition, DI&I stipulated that the new solution should not jeopardize the current JenV traffic. Technically this meant that a separate mail facility had to be installed at our internet gateway (JuBIT Solvinity) to handle the secure e-mail traffic. This had a lead time of 8 months.


Testing
“In the spring of 2023 we were finally able to perform the technical tests and after 2 weeks release the proof of concept environment for the RvdK. A few months later a positive recommendation followed to bring SecuMailer live.
The implementation of SecuMailer went quite easily and was technically taken care of by the RvdK within a day. With the vacation season just around the corner, going live was scheduled for early September.


Live with SecuMailer
“On Tuesday, September 5, the time finally came. Part of the team with employees from the RvdK and the Judicial ICT Organization were on site at the RvdK ready to support with any issues. That morning we heard nothing. In the course of the week, five incidents came in, which were quickly resolved.
It was a lengthy process that tested our patience, but the result is there: the RvdK mails safely and the users are satisfied.


Future
The Judicial Institutions Department and the Repatriation and Departure Service are planning to use SecuMailer as well. The developments with Office 365 show that secure mailing is getting its place, although it does not (for now) meet the standards that apply in the Netherlands. In that respect, I expect that you will come across SecuMailer more often within the Justice domain.

Implementation Facts

After months of preparation, the technical setup for the proof of concept was completed quickly. Within just two weeks, RvdK had a fully functioning test environment, allowing teams to validate performance and usability in real-world conditions.

To ensure secure email traffic wouldn’t interfere with existing systems, a dedicated mail facility was installed at the JuBIT Solvinity internet gateway. This setup isolated secure traffic while preserving the integrity of standard Ministry communication.

On launch day, teams from both RvdK and the Judicial ICT Organization were physically present to support users. The result? A smooth transition with only five minor incidents—all resolved within days.

SecuMailer was awarded following a thorough evaluation aligned with the Ministry’s DI&I procurement standards. Compliance, scalability, and non-disruption of existing systems were key selection criteria—fully met by SecuMailer.

More organizations are adopting SecuMailer

Following the successful rollout at the Child Protection Board (RvdK), other departments within the Ministry of Justice and Security (JenV) are now actively preparing to implement SecuMailer. This includes the Judicial Institutions Service (DJI) and the Repatriation & Departure Service (DT&V), both of which handle large volumes of sensitive personal data. Their move is driven by the clear need for a secure email solution that aligns with Dutch government standards—something Microsoft Office 365’s native secure mail features currently fall short of.
